The vet explained to Mark that the puppies had the fireman some surprise. The puppies were not actually puppies, as it turned out. They were not dogs, as a matter of fact. What he heard shocked Mark. He wondered how they could not be dogs and exactly what they were.

Mark was told by the vet that the puppies were not dogs, but actually baby foxes. They were red foxes, to be specific. The vet explained that fox cubs, especially since red foxes are not actually red in most cases, tend to look a lot like puppies at birth.
